Job Description:
Job DutiesUnder the general direction of the Fiscal Support
Manager (Staff Services Manager I), the incumbent provides
comprehensive analyses to management and program staff regarding
the Division's complex budget related issues. The incumbent
provides recommendations and collabrates with the development of
the Division's budget and other fiscal matters.DesirablesBudgetary

skillsEssential FunctionsBudget Advice and Technical Assistance:
Gathers pertinent information from program staff, writes/reviews
budget change proposals (BCP's), budget change concepts (BCC's),
budget revisions, assorted required schedules and other documents
for the preparation and submittal to the Administrative Management
Division for the annual Governor's Budget. Provides additional
technical support through development of workload analysis, program
specific justifications, etc.Monitoring Expenditures and Revenue:
Analyzes expenditure reports against budget allotments to determine
the performance of programs. Monitors Branch and Section budgets
and consults with management and program staff in making
adjustments to planned expenditures. Prepares revenue reports and
analyzes projected revenue conditions against current status.
Compares actual revenues to actual expenditures and projects
year-end position, monitors the progress of adjusted planned
expenditures against adjusted budget allotments to ensure that
sufficient funds are available to support programs and presents
findings to management.Recommendations to Department Management:
Prepares budget summaries and presents information to management
with recommendations for actions. Makes presentation related to
specific issues raised by control or other agencies. Alerts
management to potential deficit situations by presenting fiscal
performance information of programs.Tracks, monitors, and responds
to Division audits: Serves as the Division liaison with the Audit
and Evaluation Branch for internal and external audits including
performance, compliance, and financial audits for operations and
programs. Monitor, track and respond to audit finding, corrective
action plans, action plans and compliance reports. Performs
follow-up activities, including but not limited to, researching
issues, works with program staff to resolve findings and determine
responses to resolve audit findings. General knowledge and
understating of auditing principles and procedures including
Generally Accepted Auditing Standards (GAAS) and Generally Accepted
Accounting Principles (GAAP).Out of State Travel: Gathers necessary
information and works with program staff in the development of the
department's annual Out of State Travel blanket. Maintains tracking
of trips and provides information necessary to secure approval for
the out of state trips.Review of Proposed Legislation: As requested
by the Legislative coordinator, prepares analyses of fiscal impact
of proposed legislation. Consults with program staff as needed;
presents detailed analyses to the Legislative Unit; follows up with
necessary BCP's or other budget documents upon passage of
legislation.Budget Document Preparation: Informs and instructs
program staff on fiscal procedures, budget organization, program
and cost center budget development and methods of gathering data
for budget developmentExpected to follow all identified guidelines
that allow HCD to provide accurate information which is readily
available for the public, stakeholders, and executive leadership
upon request. HCD's expectation for data integrity is completeness,
accuracy, and timeliness. Attend all state and department mandated
training, within the required time specifications. Enroll and
participate in all job-related trainings, set by HCD and
management, to broaden knowledge and remain current with changes/
updates. Responsible for training counterparts and staff on all
work-related duties, as needed. Prepare and collaborate with other
sections/ divisions to develop and maintain cross-divisional
training, as needed. Perform other duties as assigned.HCD employees
