Job Description:
The California Department of Public Health is currently hiring
for a Breastfeeding Programs Section Chief for the Center for
Family Healths Women, Infants, and Children Program (WIC)!*About
the WIC Program:*The Women, Infants, and Children Program (WIC) has
been part of the nations nutrition safety net for 50
years.Extensive research has found WIC to be a cost-effective
investment that leads to healthier infants, more nutritious diets,
health care for children, and subsequently higher academic
achievement for students. WIC helps families receive healthy food,
nutrition education, breastfeeding support, and referrals to
healthcare and other community services.*About the Role:*The
selected candidate will plan, organize, direct, and supervise the
work of a multidisciplinary team of professional, technical, and
support staff in the Breastfeeding Programs
Section.*Responsibilities:*Oversees implementation of WIC
breastfeeding programs including the Breastfeeding Peer Counseling
Program, the Regional Breastfeeding Liaison Program, and the Breast
Pump Program, breastfeeding education, and nutrition services
training operations in accordance with state and federal
regulations, guidance, and directives. Plans, organizes, and
directs workload, and makes recommendations on a broad spectrum of
administrative and program related issues. Provides leadership on
the design and implementation of the divisions modernization
strategies and processes necessary for enhancing breastfeeding
support and training. Provides leadership in the identification of
weaknesses or inefficiencies of current control and analytical
processes and recommends adjustments to existing
processes.Collaborates with the participant data research team to
evaluate approaches, strategies, and outcomes related to WIC
breastfeeding services, including strategies to increase the
initiation and duration of breastfeeding by WIC mothers, including
promulgation of model standards. Ensures the Breastfeeding Peer
Counseling (BFPC) Program follows the WIC Breastfeeding Model
Components for Peer Counseling as required by the United States
Department of Agriculture (USDA). Collaborate with staff from the
USDA, WIC local agencies, and breastfeeding teams from other states
in the Western Region. Coordinates with the Operations Branch to
oversee the BFPC Program grant including the awarding of funds to
WIC local agencies, providing technical assistance to BFPC Program
staff.Collaborates with the WIC management team, branches, and
sections to ensure appropriate WIC program activities, policies,
and procedures incorporate breastfeeding services requirements as
identified by federal and local policies. Oversee partnerships with
CDPH and other health and human services programs to maximize
services. Provides guidance and technical assistance to WIC local
agencies, as appropriate, to improve and modernize systems,
policies, and procedures to better serve and enhance the WIC
experience for participants and staff. Understands federal and
state regulations, statutes, and laws related to breastfeeding
within the WIC program; provides leadership in support of the
effort to incorporate, revise, and enhance program process and
procedures into federal and state regulations.Recruits, interviews,
and hires staff; determines training needs of new and existing
staff; identifies and promotes continuing staff development and
specialized training; ensures staff complete mandatory trainings;
evaluates performance of staff in a timely manner using the
Performance Appraisal Summary process; coaches and mentors staff in
work plan development and monitors work progress; reviews/approves
timesheets and absence requests; and completes documentation
related to attendance, preventative, corrective, or adverse action,
when appropriate.Actively participates in the WIC Management Team
and other manager meetings to ensure accountability for performance
and outcomes for the WIC program; keeps management appraised of
program status and achievements. Collaborates and communicates with
management across the division to discuss, plan, and implement
strategies impacting WIC services.Represents the Division and the
Department at meetings with other state, local, and federal
government officials regarding Local Policy and Training. Provides
communications with WIC partners and stakeholders, both orally and
in writing. Advises the Local Policy and Health Programs Branch
Chief, WIC Assistant Division Chief, and WIC Division Chief of
actions required to address policy or program operations issues in
these areas. Prepares and edits reports, issues memorandums,
position papers, and articles suitable for publication. Performs
other job-related duties as assigned.*Desirable Qualifications:*In

concurrently.5.Using and interpreting data to determine program
improvement and quality assurance.*Knowledge Of:*1.State and
federal policies and regulations.2.Information gathering
