The State Water Resources Control Board's Office of Information
Management and Analysis (OIMA) has an opening for a Senior
Environmental Scientist (Specialist) to be the State Water Board's
Quality Assurance (QA) Officer and Liaison to the United State
Environmental Protection Agency (U.S. EPA) Region 9 QA Office
As the State Water Board QA Officer, you will coordinate and lead
the Water Boards' Quality Management System and review the quality
systems of Water Board programs and provide recommendations to
executive management on areas that require further development and
prioritization by the agency. The QA Officer will also play a
critical role in establishing performance objectives and monitoring
the data quality of laboratories under contract by the State Water
Board, and guiding Water Board programs on technical issues related
to laboratory practices, standard analytical methods, and method
validation processes.
The position is eligible for telework with periodic travel and
in-office days based on operational needs of the position. The
office is located at 1001 I Street, 19th Floor, Sacramento, right
in the heart of downtown next to light rail stations and other
public transportation .

5. Experience conducting internal audits, management reviews, or

7. Experience developing technical or summary reports with findings

Specific Scientific and Technical Expertise:
1. Experience working in a laboratory setting with knowledge and
understanding of laboratory instrumentation, analytical methods,
method development, and method validation procedures;
2. Knowledge or experience with standard analytical methods
validated and published by consensus standard bodies, especially
methods approved for use in Code of Federal Regulations (CFR) 40
Part 136 and 141;
3. Knowledge or experience reviewing Proficiency Testing (PT) or
laboratory performance reports;
4. Knowledge or experience with the US EPA's Alternate Test
Procedure (ATP) processes and application procedures. Candidates

Statement of Qualifications
A Statement of Qualifications (SOQ) must be submitted along with
the State Application and serves as documentation of candidate's
ability to present information clearly and concisely in writing. It
should be typed, no more than three (3) pages in length, using
Arial size 12pt font, and normal margins.
Indicate your total years of experience when answering the
following statements/questions. Include information that highlights
or focuses on the Desirable Qualifications listed above.
1. Experience developing and/or reviewing quality assurance
documentation.
2. Knowledge and experience developing data quality objectives and
implementing quality systems for projects seeking to answer complex
environmental questions
3. Knowledge of current suite of methods and approaches needed to
efficiently plan, collect, review and report data to inform
management questions about water quality and safety,
bioaccumulation, and watershed/stream health.
4. Experience managing and leading projects.
5. Experience managing and using data; from collection to data use,
including data verification, validations, data systems, querying,
and informatics/visualization
6. Knowledge of good laboratory practices, method validation
techniques, and developing measurement quality objectives for
quantitative and qualitative analyses.
7. Experience with the application of Federal, State and local
environmental laws and regulations.
8. Experience leading stakeholder workgroups requiring
collaboration and coordination amongst parties with different
backgrounds, management status, and desired outcomes.
