Job Description:
Summary Reclamation is seeking a career professional looking for
an opportunity to capitalize on their expertise as a Supervisory
General Supply Specialist. You can make a difference in the West by
assisting in meeting increasing water demands while protecting the
environment. Duty Location: Sacramento, California This is not a
virtual position. Responsibilities The primary duties of this
position are: Serves as the Regional Property Management Officer by
managing all activities of supply management operations and
providing logistical supply support to all departments and
functions, to include special projects. Major functions include
procurement, property and fleet management, property utilization
and disposal, Region-wide inventory management, warehouse
operations and storage to include supporting supply office
activities. Provides analytical professional advice in the areas of
planning, establishing, evaluating, and revising the organizational
structure of the supply distribution and storage program, and
general supply chain management to include but not limited to
procurement, supply operations, inventory and property management,
and all related applicable laws, policy, and guidelines.
Responsible for maintaining and/or re-creating sound supply
structure that is supported by established business practices.
Communicates related correspondence/technical reports and develops
factual or regulatory information and data required for program
operations. Performs a full range of supervisory duties to include
the management, instruction, and training needs of personnel
engaged in supply operations, inventory management, procurement,
warehousing and materials storage, and distribution/disposal of
excess property. Requirements Conditions of Employment You must be

order to be rated as qualified for this position, the HR Office
must be able to determine that you meet the specialized experience
requirement - this information must be clearly supported in the
resume. To qualify at the GS-12 level, you must possess one year of
specialized experience equivalent in difficulty and complexity to
at least the GS-11 level in Federal Service. Specialized experience
is defined as: planning, administering, and coordinating a
supply/property management program or a similar program (e.g.,
inventory management, distribution/storage management); experience
controlling, managing, and procuring supplies and property;
conducting surveys and inventories, recommending actions to
eliminate problems, interpreting regulatory and directive
supply/property guidance, and advising on storage and distribution
operations. These examples are not all inclusive. Experience refers
to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic;
religious; spiritual; community, student, social). Volunteer work
helps build critical competencies, knowledge, and skills and can
provide valuable training and experience that translates directly
to paid employment. You will receive credit for all qualifying
experience, including volunteer experience. Time-In-Grade: Current
career or career-conditional employees of the Federal government,
or former career or career-conditional employees, who have a break
in service of less than one year, are required to meet the
time-in-grade restriction of one year of Federal experience at the
next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
Applicants eligible under the Land Management Workforce Flexibility
Act (LMWFA) are not required to meet time-in-grade restrictions in
order to be considered. You must meet all Eligibility and
Qualification requirements, including time-in-grade restrictions
and any selective placement factors if applicable, by 01/19/2023.
Education This position does not allow substituting education for
experience. Additional Information You may be required to serve an
initial supervisory probationary period. Reclamation has determined
that the duties of this position are suitable for telework and you
may be allowed to telework with supervisory approval. If otherwise
