Office of Clients' Rights Advocacy The Office of Clients' Rights Advocacy (OCRA) is part of DRC. The California Department of Developmental Services funds OCRA through a contract. OCRA has been providing advocacy services to regional center consumers, their families, and interested community members since 1999. OCRA provides legal services to consumers of all 21 regional centers throughout California. PURPOSE OF THE JOB The Supervising Client's Rights Advocate is a member of the management team that provides ongoing supervision, consultation and technical assistance to Clients' Rights Advocates in their duties to assist and/or directly represent persons with developmental disabilities in pursuing administrative and legal remedies. The job involves extensive travel throughout California including remote locations. JOB RESPONSIBILITIES: Essential functions are the job responsibilities an employee must be able to perform, with or without reasonable accommodation. Supervising Clients' Rights Advocate essential functions include: Supervision - 70% --Provide supervision to Client's Rights Advocates and/or Assistant Client's Rights Advocates, including workload management, training, mentoring and monitoring staff; --Lead work team with an emphasis on assisting the team in developing and implementing strategies to accomplish work team goals; --Ensure that all work is in compliance with program requirements, meets procedural and quality standards, including proper handling of personally identifiable information; --Conducts weekly teleconferences with Clients' Rights Advocates and Assistant Clients' Rights Advocates regarding cases and intakes; --Responds to complaints concerning clients' rights advocacy services at designated regional centers; --Training of Clients' Rights Advocates, consumers and others in substantive disability rights law emphasizing the rights of persons with developmental disabilities; Support - 20% Assists with various legal or other projects undertaken by OCRA. --Coordinates with other Supervising Client's Rights Advocates to maximize resources to promote quality client services. --Reviews, on at least a monthly basis, intakes taken by OCRA offices for quality assurance. Compiles quarterly report for assigned offices for submission to Director of the Office of Clients' Rights Advocacy and Disability Rights California's Executive Director; Acts as a liaison between regional center management, community groups and the Office of Clients' Rights Advocacy; Community-based advocacy - 10% --Performs outreach and provides consultation and monitors outreach plans to traditionally underserved communities; --Perform other duties as assigned; WORKING CONDITIONS The following describes general working conditions and requirements of the job, which can be performed with or without disability related reasonable accommodations. Duties are performed between an office environment and the field in a wide range of settings, including health care facilities; in client, group, or family homes; community agencies; or in community-based outpatient settings. Duties frequently require sitting, talking and/or hearing and occasional periods of standing, stooping, kneeling, and crouching. Weights to be lifted and/or moved up to 10 pounds are frequently encountered. Must be able to transport oneself to work-related meeting, centers, etc. SUPERVISORY RESPONSIBILITIES This position is supervised by a Managing Attorney with the Office of Client's Rights Advocacy. The position directly supervises on average 8-13 Client's Rights Advocates and/or Assistant Client's Rights Advocates. Responsibilities include hiring, training, evaluating, rewarding, and recognizing employees; managing workflow and workload, short-range and long-range planning, problem solving, complaint resolution. TRAVEL REQUIREMENTS Requires moderate travel required: Ability to travel frequently for activities such as out-of-town meetings, client visits, inspect facilities, legislative meetings, hearings, group meetings, workshops, education, training, or outreach activities up to 40% of the time. MINIMUM QUALIFICATIONS Education and Experience --California State Bar membership; or eligible to practice under the Registered Legal Services Attorney Program (admitted to practice in another state and eligible to practice in California for three years under the California State Bar rules for the Registered Legal Services Attorney Program, and required admittance to the California Bar within three years.); --Three or more years' experience advocating for the rights of persons with developmental disabilities; --Two or more years' experience in employee supervision and management. --A working knowledge of the legal, civil and service rights of persons with developmental disabilities in California; --Bilingual in Spanish, or one of the dominant Asian language(s). Licenses / Certificates California State Bar membership; or eligible to practice under the Registered Legal Services Attorney Program (admitted to practice in another state and eligible to practice in California for three years under the California State Bar rules for the Registered Legal Services Attorney Program, and required admittance to the California Bar within three years.) PREFERRED QUALIFICATIONS --One or more years' experience remote supervision; --One or more years' experience in fiscal management and program administration; --One or more years' experience providing training on various topics to a diverse range of people including people from multi-ethnic communities, including alternate dispute resolution training and practice; --Proficient knowledge of Windows based computer applications including Internet access, Microsoft Office Suite; --Demonstrated experience and ability to work effectively with a variety of organizations and individuals with diverse perspectives, including persons with disabilities, administrators, advocacy groups and the public, and to maintain confidentiality in all matters; If you are interested in becoming a part of DRC, please submit the following: 1.
