This job posting is for a departmental promotional examination
administered through the Special Examination and Appointment (SEA)
Program which uses an alternative examination and selection process
for filling specified positions. In addition to candidates
competing promotionally, interested incumbents at the Assistant
Division Chief/Program Manager, DMV level and those eligible for
lateral transfers are encouraged to apply.
The SEA Program provides for position specific examination and
selection of the most qualified candidates. Applicants who meet the
minimum qualifications may compete for the vacant position. An
evaluation of the Statement of Qualifications may be used to rate
candidates. Candidates will be competitively ranked according to
their qualifications using predetermined evaluation criteria
specific to each position and consistent with the knowledge,
skills, and abilities of the position classification.

Job Description and Duties
This position is located in Sacramento within the Investigations
Division. Moving and relocation expenses will not be reimbursed for

Investigations Division, the Assistant Division Chief assists the
Deputy Director in the operation of the division, providing
administrative and technical advice; liaison with other
departmental officers and with public and private officials;
strategic planning; and business process re-engineering by
evaluating procedures, policies, practices, facilities, and
recommending or effecting change. Additionally, advises and acts
upon difficult administrative and program problems and aids in
developing divisional and departmental policy. Specifically,

Department Information The Department of Motor Vehicles (DMV) is
a recognized leader in public service and has existed for over 100
years. The DMV is responsible for registering approximately 34.7
million vehicles in California and licensing 26.5 million drivers,
collecting over $8 billion in annual revenue. The DMV also

This is a departmental promotional examination for the
Department of Motor Vehicles. Applicants must:
have a permanent civil service appointment with the Department
of Motor Vehicles or meet the provisions of State Personnel Board
Rule 234 or 235 by the final filing date; or
be a current or former employee of the Legislature with two or
more consecutive years as defined in Government Code Section 18990;
be a current or former non-elected exempt employee of the
Executive Branch of government with two or more consecutive years
(excluding those positions for which salaries are set by statute)
as defined in Government Code Section 18992; or
be a person retired from the United States military, honorably
discharged from active military duty with a service-connected
disability, or honorably discharged from active duty as defined in
Government Code Section 18991.

Minimum Qualifications One year of experience in State service
at a level of responsibility equivalent to that obtained in the
class of Manager V, Department of Motor Vehicles.
Two years of experience in State service at a level of
responsibility equivalent to that obtained in the class of Manager
IV, Department of Motor Vehicles.
Three years in the California state service performing
