DRC works to achieve fairness and justice for people with disabilities through individual and impact litigation, state and federal policy and regulatory advocacy, and community education and training.Healthcare/Home and Community-Based Services (HCBS) Practice GroupThe Healthcare and Home and Community-Based Services Practice Group believes healthcare is a human right. - We work to ensure that healthcare and home and community-based services are available to everyone. - We work to ensure people with disabilities have access to essential health care services and a full range of community long-term services and supports to enable them to live in the community and avoid institutionalization, consistent with the principles of the Supreme Court's -Olmstead -decision. We work to dismantle structural and systemic inequities in healthcare and access to services. Areas of particular focus include Olmstead litigation and advocacy, Medi-Cal home and community-based services waivers, In-Home Supportive Services, and access to essential health care benefits through Medi-Cal managed care, EPSDT, and California Children's Services (CCS).JOB RESPONSIBILITIESA successful candidate can perform, with or without reasonable accommodation, the following job responsibilities. -The Senior Attorney's essential functions include: - - - - - - - - - - - - - - - - - Develop, lead, and/or participate in litigation-including targeted representation, class action lawsuits, complex litigation, and/or appeals-that is responsive to the needs of people with disabilities in the areas of Medi-Cal, In Home Supportive Services (IHSS) and Home and Community-Based Services (HCBS); - - - - - - - - - - - - - - - - - Represent individual clients in negotiations, mediations, and judicial and administrative proceedings; - - - - - - - - - - - - - - - - - Participate in policy advocacy as needed, including analyzing and drafting proposed regulations and legislation, participating in stakeholder workgroups or committees, and engaging with communities impacted by our policy activities; - - - - - - - - - - - - - - - - - Lead, mentor, develop, and train less experienced attorneys in a supportive manner; - - - - - - - - - - - - - - - - - Collaborate with other agencies and organizations to address new or recurring problems and issues in the provision of services to clients; and - - - - - - - - - - - - - - - - - Participate in other duties as assigned.SUPERVISORY RESPONSIBILITIESMay directly supervise one or more attorneys or advocacy staff in the practice group and carry out supervisory responsibilities in accordance with the agency's policies and applicable laws. DRC supervisors conduct the interview process, hire and train employees, and plan, assign, and direct the employee's work; regularly evaluate performance and provide ongoing feedback; work with HR to take correction actions when needed; and address complaints and resolve problems.MINIMUM QUALIFICATIONSCandidates must have a Juris Doctor degree plus seven years of experience practicing law. Internal candidates, if employed at DRC for two continuous years and with six years of experience practicing law, are encouraged to apply. Additional minimum qualifications include: - - - - - - - - Demonstrated ability to lead complex litigation projects, build strong relationships, and work well in collaboration with others. - - - - - - - - Demonstrated commitment - through lived experience and/or employment history - to working with people with disabilities, people of color and low-income clients, and incorporating race-equity and community lawyering principles into their work. - - - - - - - - Expertise in one or more substantive areas of law of importance to people with disabilities - - - - - - - - Four years of demonstrated experience in two or more of the following areas of practice related to the position: representation at administrative hearings and writs, community organizing, civil litigation (including discovery, motion practice, class action litigation, trial advocacy), or appellate practice. - - - - - - - - The ability to work independently with appropriate supervision.LICENSES / CERTIFICATESMust be a member of the California State Bar, or eligible to practice under the Registered Legal Services Attorney Program.Preferred Qualifications The ideal candidate would: - - - - - - - - Have experience working in the Medi-Cal/Medicare/healthcare system; - - - - - - - - Incorporate race equity and community lawyering principles into their work; - - - - - - - - Have a strong sense of professional responsibility; - - - - - - - - Have a desire to learn from and share knowledge with team members; - - - - - - - - Take initiative and work well under pressure; - - - - - - - - Meet deadlines and perform multiple tasks while maintaining attention to detail; - - - - - - - - - Maintain positive relationships with diverse groups of people; - - - - - - - - - Communicate well, both verbally and in writing; - - - - - - - - Ability to speak a language other than EnglishTRAVEL REQUIREMENTSAbility to travel (when it is safe to do so) occasionally for activities such as out-of-town meetings, trainings, and client representation activities up to 25% of the time.If you are interested in becoming a part of DRC, please submit the following:1.
