Under the direction of the unit supervisor, the Information
Technology Specialist I (ITS I) performs at the expert specialist
level of this career series to analyze, design, develop and
implement the most complex software systems for the Bureau of
Firearms (BOF) program. The ITS I is involved in all aspects of the
project life cycle, from the initial kickoff through the
requirements analysis, design, and implementation. The ITS I serves
as a leader in the development of application functionality and the
design and maintenance of multiple highly scalable, fault-tolerant
databases for business-critical, internal and external-facing
applications. The ITS I provides on-going monitoring, support, and
performance tuning of the BOF software systems and database.
The PL/SQL Developer responsibilities include, but are not limited
- Analyzes proposed legislation to determine the impact on the
systems and applications that support BOF.
- Analyzes, reviews, evaluates, and integrates software products
with the most complex operating systems, layered products, and
secure n-tier architectures for mutual compatibility and
- Designs and implements custom database configurations,
procedures, and processes to support data migration, data
integrity, system security, and audit requirements.
- Plans and implements database upgrades and design system
recovery and business resumption plans.
- Develops and enhances PL/SQL packages and procedures.
- Supports the installation of the most complex database
modifications, evaluation activities, testing, problem-solving, and
direct participation in upgrades that are unable to be addressed by
- Develops and enhances the most complex applications utilizing
but not limited to the JBoss Enterprise Application Platform, the
Java programming language, UNIX shell scripting language,
Extensible Markup Language (XML), Struts frameworks, Spring
framework, Apache Maven, and Apache Ant.
- Develops logical design requirements/functional specifications
for highly advanced systems/interfaces and leads the development
team through implementation.
LEADERSHIP AND CONSULTATION
- Works with the business analysts in the development of software
requirement specification and technical design specification.
- Creates technical design document to describe the software
architecture and system built to meet BOF program needs.
- Provides technical leadership in determining the best approach
to resolving operational challenges or to design and implementation
- Provides technical consultation, leadership, and expertise for
all system related activities required to ensure proper
development, implementation, and maintenance of various web
applications and database designs undertaken by the Department.

Desired Qualifications:--- Experience, knowledge, and skill
performing SQL queries.--- Experience, knowledge, and skill in
writing complex PL/SQL packages and procedures.--- Experience,
knowledge, and skill developing documentation throughout all phases
of the SDLC.--- Experience, knowledge, and skill analyzing and
resolving system failures and software problems.--- Experience with
performing data analysis and manipulation.--- Experience,
knowledge, and skill developing web-based solutions.--- Knowledge
and skill performing object-oriented design and programming.---
Knowledge and skill developing test cases and test automation with
automation testing tools such as Junit, Selenium, and qtest.---
Knowledge and skill using software version control tools such as
subversion, or GIT.--- Ability to work independently.--- Ability to
work with customers to gather business requirements and prepare
documentation utilizing strong written and oral communication
skills.--- Ability to participate in multiple ongoing development
