Job Description:
JOBAre you an experienced planning professional with a passion
for promoting clean, shared and active mobility for all? The
Sacramento Area Council of Governments (SACOG) is looking for
candidates to lead the region?s development of mobility zones to
create sustainable and equitable mobility in the greater Sacramento
Area. -In 2022, SACOG was awarded a $5 million RAISE planning grant
from the US Department of Transportation to engage community
members across the region in the co-creation of clean, shared, and
active transportation infrastructure projects that advance
equitable mobility for all. SACOG is seeking an experienced program
and project manager who can develop strong relationships in the
region to lead this effort, which will be a blueprint for
implementation. -This Mobility Zones Project Manager -will report
to SACOG's Director of Transportation. The program manager will
directly supervise one analyst who will support this grant-funded
work, and will work with staff across the agency as well as a
network of grant partners.. This is a limited-term, three-year
position due to the one-time funding from the U.S. Department of
Transportation. This is a Principal level, which is the highest
non-management classification at SACOG.EXAMPLE OF DUTIESThis
position will be an integral part of the Transportation Team at
SACOG, and will regularly coordinate with staff of other teams .
The Mobility Zones Project Manager will be responsible for
oversight and management of the RAISE grant program, including
scope refinement, consultant selection, initial project start-up,
and on-going program development and execution. Specific duties
will include:Oversee and manage the RAISE grant award and program,
including aspects related to grant management and consultant
procurement and contract.Manage the project team, related
consultants and interface with our key community engagement partner
- Civic Thread. Manage a network of partner organizations across
the six counties who will be helping implement the grant
deliverables and interact with the project task forces.Engage with
high-level managers and officials both inside and outside of SACOG,
and are of high visibility to SACOG and the region. This may
include city managers, city councilmembers, county supervisors,
executive directors, and senior management/director-level
staff.Work collaboratively with other internal teams to help
advance the RAISE program and ensure consistency with other key
priorities, such as Engage, Empower, and Implement (EEI) and the
Blueprint (SACOG?s long range transportation plan). -Oversee
technical work product from SACOG staff, partner organizations, and
consultant teams. Exercise direct and general supervision over
assigned team members.Make presentations to policy boards,
including SACOG committees and board, as well as external partner
agency boards/councils. -MINIMUM QUALIFICATIONSThe ideal candidate
will demonstrate: -A visionary, creative, and innovative approach
to program management, development and implementationDedication to
advancing clean and equitable transportation projects and
programsAbility to work with a network of external partners and
manage multiple stakeholdersAdaptability and flexibility, and the
ability to work in a fast-paced environment with competing
requirements and -deadlinesAbility to collaborate with team
members, elected officials, and key regional stakeholdersStrong
organizational skills, including time management, ability to set
priorities, and ability to anticipate critical deadlines.Knowledge,
Skills and Abilities: -Experience and interest in transportation
planning and policy implementationExperience with federal and state
grant managementAbility to translate complex information to easily
digestible and clear conceptsEffective communication and
presentation skills, including ability to present information to
Board of Directors and other regional elected officialsAbility to
provide leadership and technical guidance as a subject matter
expert and advisorAbility to make effective decisions amidst
uncertaintyIntermediate proficiency in Microsoft Excel and Word.

understanding of the Sacramento region?s unique and diverse
communitiesWell versed in the region?s challenges and policy
settingCan understand and convey changes in state and federal
transportation policy, legal regulations and processesSUPPLEMENTAL
INFORMATIONAny combination of training and experience that would
provide the required knowledge, skills and abilities is qualifying.
A typical way to obtain the required qualifications would be:
-Education equivalent to graduation from an accredited four-year
college or university with major coursework in urban and regional
planning, transportation planning, or a closely related field.At
least five (5) years of increasingly responsible experience
performing transit and/or transportation planning, or
transportation policy analysis or development.Possession of, or
ability to obtain, a valid California Driver's License by time of

six-county Sacramento region, as well as regular meetings at
SACOG?s office in Sacramento. Certain duties will require time in
the office, but we are flexible on schedules and allow employees to

live within 200 miles of Sacramento so that they can attend
