INFORMATION TECHNOLOGY MANAGER I Final Filing Date: 4/16/2021 Application Methods: Electronic (Using your CalCareer Account) By Mail Drop-off Under the general direction of the Eligibility Application and Support Branch (EASB) Chief, the Information Technology (IT) Manager (M) I will perform in the following domains: Business Technology Management; Client Services; Information Security; IT Project Management; System Engineering, and Software Engineering. The ITM I manages the Health Exchange and Medi-Cal Integration (HEMI) team which supports mission critical and essential services of enterprise systems for the Department of Health Care Services (DHCS). The HEMI section manager ensures that system changes are introduced into DHCS environments and systems such as the Medi-Cal Eligibility Data System (MEDS) without compromising the integrity of the infrastructure and minimizing business service disruption. The HEMI section works closely with MEDS technical teams and with Covered California and the California Health Exchange and Eligibility Enrollment Retention System (CalHEERS) project on integration of data and support of bi-directional interfaces between MEDS and the CalHEERS system. The ITM I oversees the IT Sup II and team who provide services including business analysis, developer support using COBOL and Java as appropriate, and all phases of testing. The team also is responsible for change, release, configuration, and implementation services and support for all workload impacting data exchanged between MEDS and CalHEERS systems as well as the California State Automated Welfare Systems (Cal SAWS) and other business partners. The ITM I also oversees procurement contracts for consultant resources, Advance Planning Documents (APD) with the Center for Medicare and Medicaid Services (CMS), and Policy Changes for securing contract resource services and funding.

This is a limited-term position, which is expected to become permanent.

  • INFORMATION TECHNOLOGY MANAGER I Chief, Health Exchange Medi-Cal Integration (HEMI) Section Classification: INFORMATION TECHNOLOGY MANAGER I $8,016.00 - $10,742.00 # of Positions: 1 Work Location: Job Type: 12 Month Limited Term - Full Time Department Information This position requires the incumbent maintain consistent and regular attendance; communicate effectively (orally and in writing if both appropriate) in dealing with the public and/or other employees; develop and maintain knowledge and skill related to specific tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and, adhere to departmental policies and procedures regarding attendance, leave, and conduct.

    Effective July 1, 2020, in response to the economic crisis caused by the COVID-19 pandemic, the State of California implemented the Personal Leave Program 2020 (PLP 2020). As a result, full time DHCS positions are subject to a 9.23% reduction in pay, in exchange for 16 hours PLP 2020 leave credits. Part time and intermittent position compensation will be on a pro-rated basis.
