Summary Reporting to the Senior Director of Facilities, the Senior Manager, Maintenance & Utility Plant manages and oversees the integrated facility maintenance, repair, and physical plant operations for satellite Jackson Laboratory corporate and leased facilities. Oversees the activities of all trade staff and utility plant operations, ensuring timely and accurate delivery of services, including preventive and predictive maintenance, planned system replacements and overhauls, maintenance related capital renewal projects, emergency repair services, and utility distribution. Responsibilities Manages and coordinates activities of maintenance and utility plant staff, contract services, and service contractors in the provision of comprehensive facility preventive maintenance and repair services, carried out by a diverse, multi- trades workforce along with management and operations of high pressure steam, chilled water, power generation, and associated distribution systems for each at assigned Jackson Laboratory site. Ensures that all systems are reliably operated & maintained by properly licensed personnel on a 24/7/365 basis. Manages regulatory compliance and reporting requirements for site specific Air License, SPCC, Elevators, Boilers & Pressure Vessels, Storm Water Compliance, Property Insurance requirements, Fire Detection & Suppression Systems and Underground Storage Tanks. Specifies, negotiates and executes facility related service contracts and contract services for assigned Jackson Laboratory assets. Manages service contracts for compliance and cost; manages performance of in-house and outsourced workforce and expenditures of assigned cost centers; monitors quality of work to ensure adherence to institutional and industry standards and compliance with federal, state, and local laws, regulations, and guidelines. Develops and manages maintenance and utility plant operating budgets for assigned Jackson Laboratory facilities and provides fiscal direction to the business unit ( May act as formal Project Manager for plant and maintenance related capital improvements and capital renewal projects. Provides engineering and design support as needed up to personal level of capability. Additional Responsibilities: Oversight and supervision of maintenance and operations personnel including working through area supervisors to provide work allocation, training, problem resolution; evaluates performance and makes decisions for personnel actions; motivates employees to achieve peak productivity and performance and timely completion of assignments. Management and operation of facility related computing infrastructure including Maximo CMMS, Building Automation, Fire Detection & Alarm, Power Monitoring, Chiller Plant Controls, and Security Card Access Systems at all Jackson Laboratory locations. Direction and coordination of an institution wide facilities preventive and predictive maintenance program (PSDI Maximo); ensures the automated work-order management system supports the program through maintenance notification, delinquency tracking, metric establishment and monitoring, and activity checklists. Direction of highly technical preventive, predictive, and diagnostic maintenance programs including Infrared Thermography, Precision Shaft Alignment, Vibration Analysis and Dynamic Balancing Programs. Leadership of institution wide continuous Energy Conservation efforts. Leadership role in planning, budgeting, and executing projects in Program disciplines (Envelopes, Plant Utilities, Site Utilities, Plant Infrastructure and Process Equipment, Power Systems, Energy Conservation, PM, and Fire Systems)(FY11 = $1.1M). Development and assistance in the creation and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit. Development and implementation of group specific safety training programs, and assures workforce compliance with OSHA job safety requirements. Monitoring of job skill base of all technical staff; oversees timely staff training and recruitment to ensure that technical staff are capable of operating and maintaining state of the art building support systems. Establishment and management of annual maintenance programs including off season testing/overhaul of systems and seasonal shut downs and start ups. Provision of maintainability review for new construction design documents assuring compliance with published standards, ensure reasonable repair and overhaul access to building systems, and compliance with facilities maintenance, manufacturer, and Engineering installation standards. Performance of other job-related duties as assigned. Qualifications Bachelors degree in a directly related Engineering, Engineering Technology, or technical building trades field 15+ years facilities experience directly related to duties and responsibilities specified with progressively increasing responsibility in a critical infrastructure environment. Knowledge and understanding of all relevant federal, state, and local laws, regulations, and standards pertinent to facilities planning, design, construction, and maintenance. Ability to supervise and train staff, including organizing, prioritizing, and delegating work assignments through departmental supervisors. Strong interpersonal and commuication skills and the ability to work effectively with a wide range of constituencies in a diverse community Knowledge and understanding of the design and implementation of building preventive and predictive maintenance programs Demonstrated fluency in facilities and business related software applications (MS Office, CMMS, space management, etc?) Ability to communicate effectively, both orally and in writing Ability to foster a cooperative work environment Knowledge of building construction processes and procedures, equipment, tools, materials, and their application. Ability to manage and coordinate the work of facility repair contractors. Ability to analyze and interpret financial data and prepare financial reports, statements, and/or projections including knowledge of budgeting, cost estimating, and fiscal management principles and procedures Employee development and performance management skills Knowledge of construction and service contract documents and specifications Ability to effectively resolve customer complaints and concerns Skill in organizing resources and establishing priorities Ability to self-organize, prioritize, and schedule work assignments Ability to develop, implement, and enforce safety programs and protocols Ability to employ and interpret customer feedback instruments Knowledge of AutoCad, MS Office Suite, MS Project, and/or related computer software Knowledge of CMMS system software and principles; PSDI Maximo rev. 7.x a plus About Us The Jackson Laboratory (JAX, www.jax.org) is a nonprofit biomedical research institute with over 2,000 employees whose mission is to discover precise genomic solutions for human disease and empower the global biomedical community in the shared quest to improve human health.
