Under the general direction of the Chief Operating Officer (COO), the Director of Infrastructure Delivery (DID) is responsible for all California High-Speed Rail Authority (Authority) activities related to the design and construction of the high-speed rail program and ensures cost, scope, and schedule are delivered efficiently and in compliance with executed contracts. The DID will be responsible for overseeing the contract management of all four of the Construction Packages of the project. The incumbent leads the Infrastructure Delivery Branch (IDB) and is responsible for the cost-effective utilization of Authority staff, the Program Delivery (PD) team, and the Project and Construction management consultants. The incumbent advises the Chief Executive Officer (CEO), COO, Deputy Chief Operating Officer (DCOO), and PD Chief/Directors on design and construction issues of significant importance relative to the development of the high-speed rail. The incumbent exercises political acumen and works effectively with diverse internal and external parties, including the Authority's Board of Directors, the executive team, and other administrators and stakeholders. The incumbent is responsible for reviewing and inputting all major design and construction documents.

Possession of a valid certificate of registration as a civil, electrical, or mechanical engineer issued by the California State Board of Registration for Professional Engineers is required.

        • Knowledge of principles, procedures, and organization required in the management of a government entity involved in the infrastructure delivery for a transportation construction project.
        • Excellent management skills to direct an experienced professional staff.
        • Ability to assimilate technical data, legal issues, risk parameters, and human sensitivities, exercise sound judgment in evaluating alternative courses of action, and recommend the preferred direction in the best interests of the Authority.
        • Significant experience in large complex capital programs and policy development.
        • Experience managing and overseeing large, complex transportation construction contracts.
        • Experience overseeing contract managers.
