Management provides professional property management services to
Mutual Housing California's affordable multifamily properties. The
mission of Mutual Housing Management is to be an exceptional
steward of Mutual Housing's portfolio of multifamily housing
properties to support long-term sustainability. Under the direction
and mentorship of the Associate Director of Property Operations
and/or the Regional Property Manager, the Lease-Up Manager is
primarily responsible for the successful completion and oversight
of operations associated with all new development lease-up
projects. The Lease- Up Manager ensures new development and major
rehabbed properties are leased on time and within budget. This is
an actively involved position overseeing the day-to-day management
of all new development lease-ups. The Lease-Up Manager is
responsible for coordinating and executing the lease-up process
from start to finish, inclusive of marketing efforts, ongoing
reporting requirements during lease-up, and ensuring all applicants
are certified in accordance with all affordable housing covenants
and regulations set forth by Mutual Housing and its affiliates,
partners, HUD, Tax Credit, investors, and other regulatory bodies.
The Lease-Up Manager must relate well to people, must exercise good
judgment and discretion in dealing with applicants, partners,
service providers, residents, visitors, vendors, and staff. The
Lease-Up Manager is required to collaborate directly with the
Management team to provide oversight and stabilization of new
Mutual Housing communities as well as support with extensive
community rehabs. The Lease-Up Manager is expected to help
facilitate staff functions that operate as a team and is
cooperative with each other, the residents, and all other entities
associated with the lease-up or rehabilitation process. The Lease
Up Manager will utilize advanced knowledge in this field while
exercising discretion and independent judgment.ESSENTIAL DUTIES AND
RESPONSIBILITIES:Responsible for the successful management
associated with all aspects of the lease-up process, associated
with new and rehabbed properties.In collaboration with the ADPO or
RM, responsible for development and adherence of the marketing and
lease-up budget. Oversees the financials associated with management
expenses to ensure budget goals are achieved.Assists in the
creation of marketing materials and oversees those efforts, in
accordance with regulatory and company standards. Responsible for
managing the lottery, where applicable. Provides internal reporting
and reports to investors/regulatory agencies throughout the
lease-up period,Manages the timeline for applicant certification.
Participates directly in the certifying of applicants including all
processing of applicable paperwork, through 100% lease-up/occupancy
and stabilization. Conducts informational community meetings to
inform the public of the application intake and interview process.
Works with external partners providing guidance on file processing.
Oversees lease signings, conducts applicant and agency
pre-occupancy inspections, and coordinates move-in scheduling with
the assigned site team and Regional Manager.Manages and maintains
the lottery process and subsequent initial waiting list for newly
leased properties, in collaboration with the Regional Manager.In
collaboration with Compliance, IT and Regional Manager's, assists
in the creation of the initial property setup in Yardi and oversees
the input of all the initial households.Ensures the wait list is
appropriately entered into Yardi, according to company standards.
In collaboration with Compliance Manager, coordinates documentation
associated with third party file audits and completes corrections,
where applicable. Scans/Saves electronic versions of all initial
qualifying files for internal storage.Participates in weekly
development/project/lease-up watchlist meetings. Reports on
progress and provides updated status associated with lease-up
coordination/events., Contributes to the topics of discussion and
agenda updates for the weekly development staff meeting. Creates
timelines associated with each lease-up and maintains accurate logs
of status, associated with each deadline. Meets with the
development team outside of established meetings to provide
guidance, feedback or clarity on project decisions and next steps.
Messages those up to the management team leads.Engages with and
maintains good working relationships with referral agencies and
partners.Handles mass mailings and other forms of communication
with applicants and third parties on an on-going basis. Drafts
communication to applicants and/or residents, where
applicable.Provides additional support to property management
leadership, compliance and asset management staff on special
projects.Assists the management team with grand opening
preparations, where applicable.Maintains accurate records of all
community transactions, communication, etc. within the Yardi
System.Ensures move-in files are entered into Yardi timely and
financials post to ledgers accurately. May coordinate with local
housing authority on project-based vouchers, where applicable, to
ensure accurate property financials.Other duties or specialty
projects as assigned. SUPERVISOR RESPONSIBILITIES: Will supervise
the efforts associated in completing a successful lease-up. Will
lead and report up to senior management on staff working on
lease-up teams, including temporary staff and Mutual Housing staff.
This includes oversight of timecard approvals for those staff
working the lease-up. May oversee contractors providing
certification processing services on lease-up projects. Carry out
supervisory responsibilities in accordance with the organization's
policies and applicable laws. Responsibilities may include
interviewing, hiring, and training employees; planning, assigning,
and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving
problems. Requirements:QUALIFICATIONS: To perform this job
successfully, an individual must be able to perform each essential

years' experience working in affordable housing. Working knowledge
of the compliance file process, including demonstrated ability to
process an affordable file from start to finish with minimal
supervision, while also training others to process accurate
compliance files. High school diploma or equivalent required.
Bachelor's degree preferred.Experience with multi-family affordable
housing lease ups is required.Must be highly skilled in MS Office
(Particularly Excel, Word and Outlook).Knowledge and experience
with TCAC, HUD, HCD, RHCP, MHP, CalHFA and HOME Occupancy and
Compliance regulations required.Ability to successfully lead a team
and meet deadlines, as established.Effectively communicate, both
internally and externally, across multiple platforms.PREFERRED
PROPERTY MANAGER QUALIFICATIONS:Demonstrated positive leadership
skills with ability to motivate a dispersed team Bachelor's degree
in management, business administration, social science area, or
closely related field.Certification(s) related to the position
(COS, EIV, LIHTC, etc.) a plus.Proficiency in Yardi and Rent Caf--,
is preferred.Knowledge of state/city/county ordinances and
codes.Must have reliable automobile transportation and a valid
California Driver's License and insurance. LANGUAGE, MATH &
REASONING SKILLS: Ability to comprehend and refer to computer and
operating manuals, Housing and Urban Development regulations,
California Tax Credit Manual, RHCP and other agency regulatory
manuals and agreements. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively
present information and respond to questions from supervisor,
managers, and the general public. Ability to work with mathematical
concepts such as probability and statistical inference. Ability to
apply concepts such as fractions, percentages, ratios, and
proportions to practical situations. Able to analyze and review
financial data. Highly accurate in mathematical computations.
Ability to define problems, collect data, establish facts, and draw
valid conclusions. Ability to effective problem solve relationships
with staff and agencies. Ability to interpret an extensive variety
of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables. WORK ENVIORNMENT /
PHYSICAL DEMANDS: The work environment characteristics described

involved position and will be stationed at our communities,
therefore, frequent travel within the extended Sacramento, San
