Position Summary

Under the general guidance of the Chief Procurement Officer/Senior Director, the Procurement & Contract Services
(P&CS) Manager performs a variety of duties and oversees the day-to-day procurement and contracting operations for
the campus to ensure full compliance with Federal and State laws and regulations; and established California State
University (CSU) policies, requirements, procedures, and guidelines. The P&CS Manager is responsible for supervising
the department staff whose responsibilities include, but are not limited to, the strategic sourcing of goods and services
for the university; competitive bidding; public works; procurement card administration; supplier management; records
management; monthly and annual fiscal year end close activities; implementing and maintaining eProcurement related
systems and processes; and various reporting to both internal and external entities. Other responsibilities include but are not limited to, providing communication, coordination and training on procurement and contract services related policies and procedures for internal and external clients; recommending and implementing policies, procedures and best practices for continuous improvement.

FLSA: Exempt (not eligible for overtime compensation under FLSA). This position is benefits-eligible.

CSU Classification Salary Range: $3,750 - $10,417 per month

Hiring Range: Commensurate with experience

Recruitment Type: Regular (at-will)

Time Base: Full-Time

Work Hours: 8:00 am - 5:00 PM; other hours as required.

The University's Procurement & Contract Services Office provides the campus community with cost efficient and effective services for all acquisitions and contracting needs.

Required Qualifications


Knowledge

  • Equivalent to a bachelor's degree from an accredited institution with a major in supply chain, business administration, public administration or related field OR a combination of education and experience which provides the required knowledge.
  • Demonstrated knowledge of strategic sourcing, procurement, public works, contracting and related processes.
  • Demonstrated knowledge of formal competitive bidding, eProcurement, supplier relationship management including small/disadvantaged enterprise advocacy, spend analytics, procurement card programs, cost reduction and savings tracking, and performance metrics.
    Skills
  • Excellent written composition, reading, listening, and oral communication skills to accurately construe what others are saying and effectively present information, provide clear direction, and respond to questions from staff, faculty, peers, senior leadership, customers, other California State University (CSU) campuses, auditors, suppliers and external agencies.
  • Excellent organizational and time management skills to prioritize and manage multiple concurrent projects effectively while adjusting to changing priorities, interruptions, and critical deadlines.
  • Technical skills to collect, research, analyze, interpret, track, and report data and information.
  • Demonstrated skills using standard office equipment; computers; software programs (such as Microsoft Excel, Word, PowerPoint, Outlook, Adobe); video conferencing tools (such as Zoom, Teams, Slack, Skype); and financial and/or enterprise reporting systems (such as Jaggaer, PeopleSoft).

  • Ability to write effective and comprehensive procedure manuals and training materials.
  • Ability to adapt, demonstrate flexibility and patience in a changing environment. (e.g. technology, policies, priorities)
    Experience
  • Five (5) years progressive experience in strategic procurement and contracts services or closely related fields.
  • Two (2) years of successful experience supervising and/or progressive leadwork direction over professional procurement and contracts staff.
    Preferred Qualifications

    17. Bachelor's or master's degree in supply chain, business administration, public administration or closely related field.

    18. Prior work experience in higher education, most preferably the CSU system.

    19. Experience utilizing the CSU Central Common Financial System (CFS), PeopleSoft, Jaggaer, FI$Cal, Planet Bids, California Department of Industrial Relations (DIR) or other similar systems for procurement and public works related activities.

    20. Experience managing staff in a hybrid, unionized environment.

    21. Certification from a recognized professional procurement, supply chain, or contract management organization such as ISM, UPPCC, ASCM (formerly APICS), NCMA, NIGP and/or demonstrated continuing professional development.
