*AMIH is seeking a dynamic person to join our team and oversee our Transitional Housing Program!*We offer a substantial benefits package to include 100% covered medical insurance for employee and their families (on select plans), 14 paid holidays, 2 weeks vacation leave (for new employees), 60 hours sick leave (for new employees), Health Savings Account, 401k plan, and bereavement leave.*\*\*We are offering a $1,000 employment incentive after 1 year of employment.\*\***Position Summary: *The Program Manager-Transitional Housing provides leadership and oversight to our Placer County transitional housing programs. The position reports to the Director of Programs and is the liaison between AMI Housing, Inc. and the County entities. The Program Manager will be the point of contact for county referrals for our transitional houses, oversee the daily operations of the houses, ensure we are providing a high quality of care to clients and that we are meeting all contractual requirements. The Program Manger must have a strong background in service coordination in the mental health field, crisis management, and staff management.*Essential Job Duties: *Housing Management* Functions as the lead for all issues related to our transitional houses including tenant referral, interview, selection and placement* Liaises with County staff to ensure clear and consistent communication regarding tenant placement* Implements and enforces AMIH's policies and procedures and ensures compliance with the landlord and tenant regulations, AMIH tenancy agreements and house rules; formulates strategies and tactics to mitigate violations* Works in conjunction with the Director of Programs to formulate policy with respect to operational procedures and ensures policies are followed* Oversees staff performing rent calculations and verification of income, rent intake and deposits move-in/move-out procedures* Develops tools and systems to educate tenants on and promote adherence to AMIH policies and procedures; and advances a sense of responsibility in tenants for their role in maintaining units and common areas* Oversees interaction with tenants regarding complaints, violations, applications for housing, transfer requests, etc---* Guides staff in effectively resolving difficult tenant issues and disputes* Authorizes 3-day Behavior Notices* In conjunction with Director of Programs issues and serves 30 day notices or invokes the Transitional Housing Misconduct Act* Prepares management information and staff reports* Promotes positive tenant involvement in AMIH housing units* Ensures the appropriate handling of tenant files and protection of personal informationFinancial Management* As member of management team, assists with the preparation and monitoring of departmental operating budgets* Assists with rent arrears and charge backs, and tenant transfer requestsHuman Resources Management* Leads, supervises, and directs AMIH's Placer County transitional housing team* Establishes a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations* Participates in the recruitment, interviewing and selection of staff that have the right technical and personal abilities to help further the organization's mission* Ensures that all staff receive an orientation to the organization and that appropriate training is provided* Oversees the performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting an annual performance review* Coaches and mentors staff as appropriate to improve performance* Disciplines staff when necessary using appropriate techniques; releases staff when necessary in coordination with the Director of Operations and Chief Operating Officer* Provides on-call coverage after hours and weekends for crisis incidents* Performs other duties as requiredCommunity Relations* Liaises with Placer County Health and Human Services Department, community partners, landlords and stakeholders* Represents the organization at community activities to enhance the organization's community profile* Intervenes with community agencies in supportive housing matters to ensure AMIH interests are advanced* Participates on committees, task forces and special projects as required*Qualifications Required: ** Master's degree in social work or social services related field REQUIRED.* 2 years demonstrated experience in a supervisory capacity* 2 years demonstrated experience working with persons experiencing chronic homelessness and mental illness* 1 year demonstrated experience working in the housing sector* Excellent communication skills (verbal and written), interpersonal and customer service skills* Sound knowledge of landlord/tenant laws* Knowledge of supportive housing program models and services* Considerable knowledge of the policies, procedures and regulations governing the Housing First Model* Ability to establish and maintain effective relationships with contractors, tenants and the general public and to promote a positive team environment* Experience in budget preparation and monitoring* Strong supervisory and leadership skills;
