No**Job Summary**The **_IT Program Manager_** position will be
assigned to the **_Black & Veatch (B) CIO Program Management
Office_** with the accountability to manage critical programs
across the spectrum of CIO services. The Program Manager may also
be responsible for directly managing one or more of the projects
within programs. The Program Manager leads the overall management
of programs and is responsible for all aspects of the planning,
monitoring, development and implementation; and is the single point
of contact for assigned programs.**Key Responsibilities****_General
Program Management:_**+ Provides program management leadership
following B methodology and standards+ Integrates activities across
all impacted B organizations to ensure successful implementation &
support of program objectives+ Leads and manages program and
project teams throughout the program lifecycle Scope Management:+
Ensures the program scope is adequately defined and the program is
designed and executed to deliver the scope objectives+ Works
closely with Program sponsors (Business & IT) to ensure
requirements are complete, accurate and measurable+ Manages change
requests and provides stakeholders with impact assessment of
requested changes (scope, cost, time, risk)**_Time Management:_**+
Ensures that appropriate estimates for program resources (Business,
IT & Vendor) are prepared and maintained+ Establishes & maintains
program work plans within approved B PPM tools for scheduling,
tracking, and monitoring project progress/results+ Monitors &
communicates resource need, utilization, and contention throughout
the program lifecycle**_Financial Management:_**+ Ensures that
initial program estimates & financial forecasts are complete with
sufficient level of detail to support baseline estimates+
Throughout the program, monitors and reports the program
budget/actuals in an accurate, complete, and timely manner+ Reviews
developed business case and performs periodic reviews to ensure
that business case objectives are achieved (this includes Value
Realization)**_Quality Management:_**+ Defines a program approach
that deploys adequate quality assurance techniques in accordance
with B standards+ Provides oversight/management of program defect
tracking and associated resolution+ Obtains required approvals of
key milestone deliverables in accordance with B program delivery
standards**_Communication Management:_**+ Develops and institutes
an effective communication plan to ensure all stakeholders are kept
informed throughout the program+ Provides insightful analysis and
reporting and distributes/presents team level through executive
level status reports and dashboards+ Escalates and resolves issues
via proper communication channels**_Risk Management:_**+ Timely
identifies, tracks, manages and resolves program issues and
risks**_Vendor Management:_**+ Manages assigned vendors/consultants
and ensures SOW deliverables/activities are achieved to agreed
standards**Management Responsibilities**Acts as a project manager.
Among responsibilities is management of a project team. The
individual comprising this team may vary by project.**Minimum
Qualifications****_Education:_** Bachelor's degree in Business,
Technology or Computer Science**_Experience_** : 5+ years of
experience as a Program Manager for efforts of varying levels of
scale and complexity in technology development environment with
multi-function teams+ A proven track record of successfully
implementing IT programs that may include software application
implementations, infrastructure or custom development technical
projects using Waterfall, Agile and/or DevSecOps methodologies+
Experience building high performing teams, consensus gathering and
negotiations+ Superior communications across all organizational
levels and functionsAll applicants must be able to complete

any applicable laws and regulations.**Preferred Qualifications**+
PMI certification (PMP/PgMP)+ Agile Scrum Master and/or Product
Owner certification+ Master's degree in Business or Technology+
Experience managing programs in an outsourced
