Are you an enthusiastic and motivated individual looking for a

challenging team-oriented environment? The Department of Food and
Agriculture (CDFA) Office of Information Technology Services (OITS)
is seeking a conscientious professional to serve as the IT
Operation Manager/Chief Information Officer (CIO). The IT Operation
Manager/CIO must have broad experience in IT activities and
operations, to include application/systems development and support,
IT project management and related CDT processes and oversight,
statewide infrastructure operations, IT security and privacy,
service desk operations, telecommunications, IT asset management,
IT procurement, contracting, and budgetting, and process and staff
management, development, and improvement.
Under general direction of the Agency Information Office, the
incumbent provides day-to-day supervision, leadership, mentoring,
and oversight over all CDFA IT Sections, which includes
Applications Development Services Section, Customer Support and
services Section, Information Security and Infrastructure
Operations Section, the Technology Governance Section, and the
Enterprise Architecture Section. Critical to this position, the
incumbent must have a broad and deep background and experience in
working in all IT domains. An additional key component of this
position is that the incumbent must be able to establish
relationships with all subordinate managers and supervisors and be
highly skilled at building management team relationships between
the managers and supervisors; CalHR principles for staff management
is a must. The incumbent will have leadership and decision-making
authority on IT activities impacting the CDFA statewide as well as
the standards and guidelines that affect IT processes within the
Department throughout the State. The incumbent will be working
across all IT Classification domains.

of this position are primarily conducted indoors in an office
environment. The incumbent will have a workstation with modular
furniture, an adjustable rolling chair, a computer with various
software programs, a telephone with voicemail, and stationary
filing drawers and bins. The position requires the ability to sit
for extended periods of time and operate a personal computer
utilizing a mouse and keyboard.
The incumbent must be able to give presentations, participate at
meetings, and interact with other staff. They must also be able to:
push buttons on a keyboard, calculator, photocopy machine,
facsimile machine, and telephone; grasp papers, small objects, and
manuals; access upper and lower files and cabinets; and exert up to
15 lbs. of force occasionally and/or a negligible amount of force
frequently in order to move or position objects.
Travel to various CDFA facilities and sites throughout the state as
needed using various means of transportation systems; overnight
stays, and weekend and off-shift work may be required.
Regular or recurring telework may occur as part of the incumbent's
ongoing regular schedule in accordance with CDFAs Telework Policy.

1. Describe your Information Technology management, education, and
experience that has prepared you to lead, guide, mentor, and
provide supervisorial oversight of an IT organization responsible
for providing mission critical services statewide.
2. Describe your work experience with applications development,
state project approval and project management, state information
security, statewide infrastructure oversight and management,
service desk operations, and procurement, contracting, and
budgeting.
3. Describe your work experience and knowledge of staff and team
development, especially at the management and supervisory levels
and how you established trust relationships and fostered
cooperation and support between the managers and supervisors.
4. Describe your approach to establishing, building, and
maintaining a customer service perspective with managers and
supervisors for the delivery of all IT products and services and
how you embraced customer input, concerns, and opinions on the
activities that IT was planning to implement.
5. Describe your experience in communicating, resolving issues, and
building trusted personal relationships with CDT, DOF, LAO, and the

- Project management and CDT requirements for project management,
