Job Description:
Summary This position is located in Field Operations
Directorate, Office of Field Operations, District 42, Sacramento,
Sacramento CA Field Office. As an Operations Support Specialist,
you will assist management in administering a variety of programs,
policies and procedures, provide advice, guidance, and instruction
concerning administrative programs that include complex and
sensitive issues, and provide excellent customer service.
Responsibilities Administratively support operations by developing,
implementing, interpreting and advising on administrative function
requirements. Review regulations or directives to ascertain impact
on program areas. Prepare project papers and staff reports, compile
and organize, deliver/present briefings to managers/supervisors
regarding findings and recommendations. Conduct extensive research
and analysis on administrative projects to gather and analyze
relevant data, develop options, make recommendations, and provide
comprehensive reports. Monitor administrative activities and
prepares a variety of reports utilizing various automated systems.
Analyze and evaluate effectiveness of complex and substantive
management support and administrative systems, programs, and
processes. Serve as a liaison and consultative link with the
District Office and all Program Offices, internal and external
customers, community and civic stakeholder-representatives. Liaise
in Human Resources, Budget and Finance, WebTA, Audit and Internal
Control Programs, Facilities, Accountable Exit Control, New
Employee Orientation Program, Travel, Property Coordination, and
other duties as assigned. Requirements Conditions of Employment

This position IS in the bargaining unit. This position IS NOT
considered "essential" for purposes of reporting to work when the
facility might otherwise be closed. Residency Requirement: There is
a residency requirement for all applicants not currently employed
by U.S. Citizenship and Immigration Services. This residency
requirement states that candidates must have, for three of the last
five years immediately prior to applying for this position; (1)
resided in the United States; OR (2) worked for the United States
Government as an employee overseas in a Federal or Military
capacity, OR (3) been a dependent of a U.S. Federal or Military
employee serving overseas. Probationary Period: You may be required
to serve a probationary period of 1 year. Qualifications The
qualifications for this position must be met by 11:59 PM (Eastern
Time) on 06/01/2023. Current Federal employees must have served 52
weeks at the lower grade or equivalent grade band in the Federal
service. The Time-in-Grade requirement must be met by 11:59 PM
(Eastern Time) on 06/01/2023. GS-09: You qualify at the GS-09 level
if you possess one (1) year of specialized experience, which is
equivalent to at least the GS-07 level in the federal government,
that equipped you with the skills needed to successfully perform
the duties of the position. You must have experience performing the
following duties: Reviewing administrative practices and procedures
in staffing or administrative procedures, work processes, or
workload distribution. Recording administrative transactions and
preparing a variety of automated reports. Updating data on
spreadsheets. Identifying and recommending solutions to
administrative problems, and providing advice to staff on
established methods and procedures. OR GS-09: You may substitute a
Master's degree or 2 full years of graduate education leading to
such a degree in any field or a J.D. or L.L.B. degree for
experience required at the GS-09 grade level. Such education must
have been obtained in an accredited college or university and
demonstrate the knowledge, skills, and abilities necessary to do
the work of this position. Check with your school to determine how
many credit hours comprise two years of graduate education. If that
information is not available, use 36 semester or 54 quarter hours.
GS-11: In addition to the requirements at the lower grade level(s),
to qualify at the GS-11 level if you possess one (1) year of
specialized experience, which is equivalent to at least the GS-09
level in the federal government, that equipped you with the skills
needed to successfully perform the duties of the position. You must
have experience performing the following duties: Coordinating and
monitoring a variety of administrative tasks (e.g., budget,
personnel, travel, space and logistics, or resource acquisition).
Identifying and recommending solutions to a wide range of
administrative challenges. Analyzing administrative data from a
variety of sources. Preparing preliminary and finished reports and
documents. Representing the office in dealings with various
organizational levels, internal and external customers, vendors,
and personnel from a myriad of administrative support
organizations. OR GS-11: You may substitute a doctoral degree (PhD
or equivalent degree), or three full years of progressively
higher-level graduate education leading to such a degree in any
field, or L.L.M. (if related for experience) at the GS-11 grade
level. Such education must have been obtained in an accredited
college or university and demonstrate the knowledge, skills, and
abilities necessary to do the work of this position. Check with
your school to determine how many credit hours comprise three years
of graduate study. If that information is not available, use 54
semester or 81 quarter hours. Please read the following important
