ACCOUNTING OFFICER (SPEC.) - ACCOUNTING SERVICES SECTOR / GENERAL LEDGER / HEADQUARTERSThe reporting location for this position is at departmental Headquarters in Downtown Sacramento. This position will work under the general direction of the Accounting Administrator I (Sup). The Associate Accounting Analyst independently performs the more complex and difficult accounting tasks. This position will act as a lead for the General Ledger Unit for all Business Unit (BU) 3790, 3830, 3835, and 3850 Governmental and Non-Governmental Cost Funds. Proficiency in Excel, MS Word, Financial Information System for California (FI$Cal) and familiar with State Controller's Office (SCO) and Department of Finance (DOF) requirements. The incumbent is responsible for analyzing General Cash postings for various transactions and remit general cash to State Controller's Office (SCO). Post to FI$Cal Cash Remittances, SCO Journal Entries, Plan of Financial Adjustments, and Escheated Warrants, on a timely basis. Review and approve reversal of general cash posting to prevent credit general cash balances. Prepare STD 995A Form for Agency Collection of Payroll Accounts Receivable and submit to SCO. Perform monthly Agency Reconciliation and Fund Reconciliation between State Controllers' Office (SCO)/Financial Information System of California (FI$Cal) reporting for various funding sources. Reconcile State Parks and Recreation Fund Clearing Account Program 999. Analyze, research, and resolve complex corrections for outstanding reconciling items. Serves as the liaison between Accounting Services, control agencies, program staff, Park District Offices, and Park units. Ensure new policies and guidelines affecting the Unit are incorporated in the policies and procedures. Review staff transaction request letters before submitting to SCO. Review staff monthly SCO/FI$Cal Agency and Fund Reconciliation Reports. Annually prepare Year-End adjusting and accrual entries. Prepare SCO Year-End Financial Statements for Governmental and Non-Governmental Cost Funds. Prepare Detailed Fund Balance Report (DF303) and the Non-Governmental Cost Fund Past Year Expenditure - Reconciliation (DF304) for assigned funds to Department of Finance. Assist supervisors in reviewing Year-End Financial Statements. Assists staff in preparing Year End Financial Statements. The incumbent should have general accounting skills, analytical skills and be able to complete tasks and meet deadlines. The incumbent should have excellent attendance, organization and communication skills (written and oral). Knowledge of Accounting principles and procedures, knowledge of FI$Cal, automated accounting systems, Microsoft Office, and PC experience is required.Training and Development Assignments may be considered.State housing is not available.
